CLPOA came into existence in 1993 after Govt. of India ratified CRC in November, 1992 and declared National Plan of Action for children and subsequent declaration of State Plan of Action by the states. Unicef and the Department of Social Welfare, Govt. of West Bengal were supportive in creation of this unique and first of its kind networking body in the country. CLPOA has since then created space for the cause of deprived children, to think and act jointly so that overlapping of interventions is avoided, resources are used optimally and above all concerted community action is evolved towards bringing changes in the lives of all deprived children.

At present, CLPOA is one of the prime non-governmental organizations in the state of West Bengal. It is a member of several national and international level networks. CLPOA reaches out to many children, including adolescents, bringing about meaningful changes in their lives. CLPOA is actively involved in capacity building, sensitization and involving the stakeholders with a view to empower them to handle issues better, that is augmented by way of awareness, education, advocacy and allocation of resources.

Health and education being the focus area of the activity of CLPOA, it is actively involved in various developmental programmes that is supported by several international partners, Government Departments including Central, State and Local Administrative Bodies and Corporate sectors. CLPOA is also involved in advocacy initiatives and empowerment-oriented projects that are designed around various rights based issues – especially dealing with children’s rights, their protection and participation.
